Abu Dhabi has established TAMM Global to license its AI-powered government services platform to other governments, marking a step in the emirate’s efforts to expand its digital governance technology internationally.

The initiative will allow governments to access the technology and operating model behind TAMM and adapt it to their own public services and regulatory requirements.

TAMM Global to Take Abu Dhabi's Digital Services Overseas

The company was established by Abu Dhabi's Department of Government Enablement under directives from Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council.

It will develop, manage and operate digital services platforms, including TAMM, and own the intellectual property associated with these operations.

TAMM brings together more than 1,200 public and private sector services through a single digital gateway. Launched in 2005, the platform allows citizens, residents, visitors and investors to complete government transactions without visiting individual offices or navigating separate websites.

The platform currently serves 4.7 million users and supports routine activities such as vehicle registration, document renewals and business-related services.

Through TAMM Global, other governments will be able to license the platform's architecture, use its existing digital services and adapt them to their local laws, policies and administrative requirements. They will also have access to the implementation methods and technical expertise developed in Abu Dhabi.

US Cities Show Interest in the Platform

The United States is expected to be the first international market for TAMM Global, with several US cities having expressed interest in the platform. The expansion could give Abu Dhabi an opportunity to commercialize technology developed for its own public administration.

An important feature of the proposed model is that governments adopting the platform will retain control over their citizens' data. The services can be customised to meet local regulatory frameworks and operational needs, allowing administrations to use existing capabilities rather than build an entire digital services system from scratch.

As an independent private-sector company, TAMM Global will be able to work directly with governments, organisations and institutions worldwide.

Platform Reports Higher Satisfaction and Lower Costs

Abu Dhabi's government said TAMM saves each user approximately nine visits to government service centres annually, equivalent to an estimated 12 hours per person or business every year.

The platform's customer satisfaction score has reached 94.5 percent, up from 78 percent in 2022. The government also reported a 30 percent reduction in the cost of providing services.

TAMM received international recognition in 2025 when it was named the world's best e-Government initiative at the UN-backed World Summit on the Information Society Prizes. In 2026, it won the government category across Europe, the Middle East and Asia at the Gartner Eye on Innovation Awards.

With TAMM Global, Abu Dhabi aims to expand the international reach of its digital government capabilities while creating new investment opportunities in the technology sector.
