Alibaba Cloud has partnered with Dubai Chamber of Digital Economy to expand agentic AI adoption among businesses. The two organizations signed an agreement on November 3, 2026, during the Dubai Business Forum in Shenzhen, China. The partnership will provide AI training, startup resources and technical support for companies across Dubai's private sector.
The agreement aims to help businesses use AI agents for everyday tasks and operations. It covers employee training, startup development and enterprise adoption through three areas of cooperation. Startups can access computing resources, technology credits and software licenses to develop AI-based business solutions.
The training program will run through Dubai Chambers Academy and include courses, certifications and technical workshops. Employees will also receive expert guidance, learning materials and opportunities to improve their practical AI skills.
For startups, the partnership offers technical mentorship, computing power and software licenses. Selected businesses can also connect with Alibaba Cloud's existing programs and professional network. These resources could help startups develop AI products without incurring significant technology costs.
The agreement also focuses on helping established companies bring AI tools into daily operations. Alibaba Cloud and the chamber will explore business trials and support companies planning full-scale deployments. They also plan to share successful AI solutions through Alibaba Cloud Marketplace.
The two organizations will prepare case studies to measure the business results of these AI projects. These studies will help companies understand how agentic AI can improve productivity and create new business opportunities.
Alibaba Cloud Intelligence’s General Manager for the Middle East, Turkey and Central Asia, Eric Wan, stated, “Agentic AI is being adopted from the experimental stage to everyday business activities. Companies that move first will set the tempo for the digital economy in Dubai.”
The partnership supports an initiative launched by Dubai Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum. The program aims to help private companies adopt agentic AI and improve their business operations. Dubai Chambers previously introduced specialized training plans for 14,000 member companies.
Alibaba Cloud has served businesses and public institutions across the UAE since 2016. The company also operates two data centers in the country to support regional cloud services.
However, the latest agreement remains a cooperation framework rather than a confirmed investment or deployment deal. Neither organization has announced its financial value, launch date or number of participating companies. Enterprise support also remains under discussion, with both sides yet to confirm specific projects.
