The UAE labor market showed early signs of recovery after a volatile start to 2026, with hiring activity and the flow of international talent improving by June, according to new data from LinkedIn. The findings place the UAE among the strongest labor-market recovery stories globally since the pandemic, reinforcing the country's position as a destination for skilled professionals.
The findings are part of the UAE Economic Graph Report 2026, prepared by LinkedIn in partnership with the UAE Ministry of Foreign Trade. The report found that recruitment activity weakened earlier this year but began improving by June. This recovery follows a particularly strong 2025, when the UAE recorded one of the highest hiring recovery rates among major global economies compared with pre-pandemic levels.
Real estate recorded the strongest hiring growth compared with 2019 levels, while education, construction, healthcare, administrative and support services, and transport and logistics also maintained recruitment activity above the national average.
The data also indicated sectors where professionals may find comparatively stronger opportunities. Professional services account for 14.5% of LinkedIn members in the UAE, followed by manufacturing at 12% and accommodation and hospitality at 9.2%.
By job function, operations represented the largest share of LinkedIn members at 21.4%, followed by sales at 11% and business development at 9.1%. These figures highlight the importance of operational, commercial and customer-facing roles within the country's employment market.
The UAE remained among the leading global destinations for net talent migration in 2025, measuring the movement of skilled professionals entering the country compared with those leaving.
LinkedIn and UAE officials pointed to the country's business environment and long-term visa programs as factors supporting its appeal to international workers. The government has also continued efforts to position the country as a hub for trade, investment and professional talent.

The LinkedIn report also highlighted the UAE's position in specialized professional skills. The country ranked first globally in FinTech skills and second in attracting AI talent relative to population size. Technology and media, professional services, and manufacturing recorded particularly high levels of digital-skills penetration.
Another notable finding was the rise in female representation in leadership. Women accounted for 21.9% of leadership positions in 2025, up from 18.8% in 2015, with education, healthcare and entertainment recording the highest shares.
