A shopper in Dubai asks a chatbot for the best sneakers and gets a short list of brands. Any name absent from that list loses a sale without ever knowing it existed. This quiet shift pushes advertisers in the United Arab Emirates (UAE) toward a fresh set of AI tools, and the money backs it up. 

Analysts project the country's digital ad market at USD 2.64 billion, with growth of 15.2% a year. Across the Middle East and North Africa (MENA), a regional industry group reported USD 8.185 Billion in 2025, up 17.8% from the year before.

ChatGPT Ads and Thrad Open a New Channel for UAE Brands

OpenAI has made ChatGPT Ads available across MENA, and the UAE is in the first group of nine markets, next to Saudi Arabia, Qatar, Egypt, Kuwait, Morocco, Turkey, Jordan and Bahrain. Advertisers can buy placements through the self-service Ads Manager from August 31. Ads reach users on the free tier and the lower-priced Go plan, while Plus subscribers see none. The platform covers more than 40 countries and has passed a USD 1 billion annualized revenue run rate. 

Analysts call it a middle-funnel channel that matches intent. However, there is a catch. If a shopper spots a brand in an answer, then searches for that name on Google, reports can credit the sale to branded search. OpenAI has not published UAE ad formats or inventory details, which leaves early campaigns without a regional playbook.

Thrad, an ad network for AI conversations, moved its first group of MENA advertisers live on ChatGPT on September 2. Those brands had already tested conversational formats across Thrad's network of AI publishers, so they knew which intents convert before ChatGPT went regional. 

The company now offers a managed service that covers campaign setup, creative built for conversational formats, audience selection by intent, and measurement. CEO Andrea Tortella says clients in the region started early instead of waiting for OpenAI. Brands and agencies in MENA and Southeast Asia can apply at thrad.ai.

Advertima Moves Carrefour Ads into the Aisles

Advertima software gives Carrefour UAE a way to run real-time ads on screens inside physical stores. Vendor-reported results show a 68% sales uplift, 79% match accuracy with the right shoppers, and a 44% cut in wasted media spend. The case shows how AI can move the precision of online campaigns onto the shop floor. The vendor and its partners supplied those figures, so an independent audit would add weight.

Jais and Falcon Give Arabic a Home Team

Abu Dhabi's Technology Innovation Institute built Falcon, a family of open large language models (LLMs). G42's Inception, Mohamed bin Zayed University of Artificial Intelligence (MBZUAI) and Cerebras built Jais, an Arabic-English model. 

Agencies say Arabic nuance decides whether a campaign feels local, especially around Ramadan and National Day, and Khaleeji and Levantine dialects need different handling. Brands that want copy with Gulf flavor can test both models, which come from regional labs.

Gemini and WhatsApp Automation Give Teams Hours Back

Google Gemini helps agencies draft and adapt social posts faster. A Salesforce survey finds that 87% of marketers worldwide use generative AI in at least one workflow. One guide says UAE marketers save 6.1 hours a week, though another source credits that same figure to HubSpot, so treat it with care. 

Speed matters in a crowded field, with 12.5 million social media user identities, equal to 110% of the population. WhatsApp automation tops one guide's list of high-impact AI uses in the UAE, as bots answer product questions and qualify leads around the clock. One agency report claims AI segmentation lifts conversion by 26% over manual segmentation, though it names no study.

Permits and Approval Rules Set the Guardrails

OpenAI's Inference Residency now covers the UAE, so prompts and responses run on graphics processing unit (GPU) hardware inside the country for eligible API and ChatGPT Enterprise customers. That matters to firms that hold sensitive customer data. On the rules side, anyone who posts ads on social media from the UAE has needed an Advertiser Permit since February 1, 2026, whether the deal is paid or unpaid. 

Fines reach AED 1 million, and brands must confirm that every creator they hire holds a permit. On September 30, the National Media Authority warned that AI images or videos of national symbols and public figures need prior approval, and it limits the Emirati kandura to Emiratis in ad content. 

In the authority's words, ‘Not everything that can be generated is permitted.’ Brands that pair machine speed with human review of Arabic nuance, permits, and approvals will hold the edge as chatbots, stores, and chat apps all turn into places to sell.
