The United Arab Emirates is shifting its AI strategy from headline ambition to industrial-scale execution. After launching its AI Strategy in 2017, the country treated AI as infrastructure for a post-oil economy, linking computing, government services, investment and talent. Its 2031 plan is to become a global AI leader with extensive AI use in government services and data analysis. AI will be a tool for productivity and diversification, not simply a technology programme.
The UAE’s National Strategy for AI 2031 targets sectors like transport, healthcare, energy, education and space, while building capabilities and governance. Dubai complemented the federal agenda with its Universal Blueprint for AI. It targets AED 100 billion in annual economic impact and a 50% productivity increase from digital solutions.
The federal government also approved a framework to deploy agentic AI across 50% of government sectors and operations within two years. Policy is becoming more institutional. Abu Dhabi plans to spend AED13 billion under its 2025-2027 digital strategy. The aim is to bring sovereign cloud adoption, digitisation and automation of government processes.
In June 2026, the UAE approved an Artificial Intelligence and Data Authority to bring public data, AI and digital-government capabilities into a single national ecosystem.
The central constraint in frontier AI is computation. The UAE is building capacity in data centres, cloud and advanced computing while seeking greater control over models. The opportunity is to make finance, logistics, energy, tourism and government more efficient while attracting skilled workers.
Yet capital alone does not guarantee advantage. The UAE must develop scarce technical talent, protect sensitive data, manage cybersecurity and prove that pilots produce recurring commercial value. It also faces dependence on foreign chips, cloud platforms and frontier-model ecosystems. Rapid adoption can create regulatory fragmentation, while autonomous systems raise questions about accountability and safety.
The UAE’s advantage is structural and not guaranteed. Few AI hubs combine sovereign capital, energy, infrastructure, state capacity and partnerships with leading US technology firms. The model is less about building every component domestically than securing access to the AI stack and converting it into productivity. If infrastructure spending produces competitive companies, trusted data systems and measurable gains across public and private services, the UAE’s AI ambition could become an economic advantage.
