The UAE will introduce licensing fees for businesses that play music commercially from December 1, 2026, as part of a new framework governing music copyright and related rights.

The Ministry of Economy and Tourism has launched the Collective Management in Music Guide, setting out licensing requirements for establishments that use music as part of their commercial activities. The framework covers restaurants, cafes, hotels, shopping malls, fitness centres and airlines. It also applies to radio stations, television channels, concerts and similar events.

New Licensing System 

As per the new licensing scheme, businesses will need licences to use copyrighted music commercially. These licenses will be valid for a period of one year and can be renewed.

License fees will depend upon the type of music use and the size of the business in question. The type of use will also determine the license fee rates, as live shows and disc jockeying usually involve higher license fees.

The objective of this new system is to ensure that there is a standardized licensing regime for music in the UAE. The new system will also enhance copyright compliance while providing the rights owners a formal mechanism for compensation.

10% of Collections to Support Musicians

The framework also creates a Cultural Support Fund in the Field of Music. 10% of the total fees collected will be allocated to the fund.

The initiative will provide financial, technical and artistic support for music composition, production, distribution and live performances. It will also support emerging talent, including children, young people and people of determination.

The fund will further promote Emirati music internationally through export support, cultural exchanges and participation in global festivals.
