The UAE’s commercial gaming regulator has signed a memorandum of understanding with Abu Dhabi Global Market’s financial services regulator. The agreement aims to strengthen regulatory oversight and information sharing between the two authorities.
The agreement brings the General Commercial Gaming Regulatory Authority (GCGRA) and the Financial Services Regulatory Authority (FSRA) of ADGM into a formal cooperation framework.
The MoU covers regulatory cooperation in areas that fall within the authorities’ respective mandates. It provides for information sharing, supervisory coordination and assistance with investigations. The arrangement is expected to give regulators a clearer channel for working together when activities overlap across commercial gaming and financial services.
Emmanuel Givanakis, CEO of the FSRA of ADGM, said stronger cooperation can help regulators protect market integrity and respond to emerging risks. He also said regulatory frameworks need to keep pace with innovation.
Commercial gaming is among the UAE’s newest regulated sectors. The GCGRA was established as the federal authority responsible for overseeing commercial gaming activities in the country. The latest agreement could provide greater regulatory clarity for businesses operating within ADGM and the wider UAE financial ecosystem.
The two authorities said the framework is also intended to support transparency and international regulatory standards. They said cooperation can help promote responsible innovation and sustainable market development.
GCGRA chief executive Ciarán Carruthers emphasized that cooperation between regulators is important for establishing credibility in the emerging commercial gaming sector. The agreement creates a formal basis for sharing information and coordinating supervision where the responsibilities of the two authorities intersect.
The move also reflects the UAE’s broader focus on regulatory coordination as new industries develop. Financial services and commercial gaming can involve areas where effective information exchange is important for oversight.
The MoU does not create a single regulator for gaming and financial services. Instead, it establishes a structured mechanism for the GCGRA and FSRA to work together within their existing responsibilities.
