How Will AI Impact Business in the UAE?

AI is rapidly reshaping UAE business through government adoption, productivity gains, talent demand, investment and infrastructure, with process transformation, governance and cybersecurity emerging as key competitive advantages.

AI now sits close to the center of the UAE business economy. Jobs that require AI skills rose from 1.0% of UAE job posts in 2021 to 3.2% in 2025. The UAE now ranks among the world's fastest-growing AI talent markets. Every major sector has seen more demand for AI skills, while the most AI-exposed roles now need an average of 77 new skills, against 22 for the least exposed roles.

Government Pushes AI Into Core Business Work

The UAE government has set a clear target for the next phase. A federal plan aims to shift 50% of government sectors and services to agentic AI within two years. Agentic AI can make decisions and carry out tasks with less human control than a basic chatbot. A federal skills program will train 80,000 employees across five work groups, from senior leaders to technical staff and trainers.

Dubai has also set a two-year plan for the private sector. The program will offer AI courses through Dubai Chamber business councils, create incubators for agentic AI firms, and set up funds for new AI ventures.

Companies See Productivity First

Deloitte reports that 66% of Middle East organizations have seen better efficiency and productivity from AI. Yet only 34% use AI to change products, processes or business models at a deep level. Only 20% report revenue growth from AI today, while 74% expect AI to lift revenue in the future. Another 84% have not yet changed jobs or workflows to accommodate AI. 

The gap matters for UAE firms. An AI assistant can help staff finish routine work faster, but a full process change can deliver a larger result.

UAE Firms Already Use AI Across Business Functions

PwC data shows broad AI use among UAE firms. AI has a large or very large role in demand generation for 45% of firms. Support services, such as finance, legal, human resources and tax, stand at 40%. Direct use inside products, services and customer experiences stands at 38%. Demand fulfilment across supply chains, factories and logistics reaches 33%. Strategy and annual review reach 31%.

Talent Will Decide Who Gains Most

PwC reports that AI-related job posts in the UAE rose by about 2,700 from 2024 to 2025. Technology, media and telecoms leads with almost 10% of job posts that require AI skills, yet every major sector shows growth. Roles with high AI exposure now require far broader skill sets.

Compute and Capital Give the UAE an Edge

The UAE also aims to control a large part of the physical AI layer. OpenAI has announced a 1GW Stargate UAE cluster in Abu Dhabi, with 200MW expected to go live in 2026. MGX closed its first fund at USD 49 billion in July 2026, above its original USD 45 billion target.

A New AI Rulebook Takes Shape

The UAE approved the Artificial Intelligence and Data Authority in June 2026. The authority brings public data, AI and digital government under one national body that reports to the Cabinet. For companies, this points to stronger rules around data, AI use, security and governance.

Cyber risk also has a clear place in the business picture. In the latest PwC UAE CEO survey, 36% of CEOs saw cyber risk as a threat for the year ahead, while 60% planned enterprise-wide cybersecurity upgrades over the next three years.

The Real Advantage Will Come From Better Processes

The UAE has moved past the stage when AI was mainly a test tool. The next advantage will come from firms that connect AI to real business processes, skilled staff, trusted data and secure systems. Most firms have not yet changed their core work around AI.

That gap may define the next phase of UAE business. Firms that treat AI as a simple software purchase may gain modest efficiency. Firms that rebuild key processes around AI can gain speed, scale and new revenue paths. The strongest UAE advantage may come from better decisions about where AI can change the business itself.
